‘Why pay P11.2B for poll automation?’

A Must Read!

MANILA, Philippines—A group composed mostly of information and communications technology (ICT) professionals challenged the Commission on Elections (Comelec) to explain to the public why it has to spend P11.2 billion in automating the 2010 elections when it can implement an open election system (OES).

“The Comelec must explain to the public why they have to pay P7.3 billion more for an inferior system using precinct count optical scan (PCOS) when they could adopt OES which is more transparent and costs only P4 billion?” asked TransparentElections.org.ph head Gus Lagman.

“We presented the software to the Comelec Advisory Council and even offered to five (sic) it to them for free but we did not get any response from them,” said Lagman.

When asked if there is time to adopt the OES, Lagman said: “I am hoping our government officials will change their minds and adopt OES. It is never too late to do the right thing.

i’ve also read an earlier article similar to this…

the article is here -> http://www.bworldonline.com/BW031209/content.php?id=146

Software for the OES was written, using open-source (non-proprietary) technologies, by a team of computer science professors and graduate students from the University of the
Philippines led by Dr. Jaime Caro, Dr. Prospero Naval, and Dr. Henry Adorna. It has been demonstrated to the Comelec and – to maximize transparency – will be made available to all interested parties so that all election results can be independently validated by anyone.

but it’s a subscription site (i think), so the link only shows the first paragraph of the article.. I forwarded the full content to your gmail add.
